Because those characteristics are part of Japan's stereotype of both Americans and Germans. And maybe, european english speaking countries in general.

German Americans are the largest demographic in the state of Iowa. The Midwest and especially Upper Midwest is full of blondes because of German and Scandinavian settlement. (My own mom, a blonde German/Sami mix, among others...)

...and I have yet to see a legit American blonde. Either they exist but fake the common brunette/blonde mix everyone has or they changed their hair to a different color.

My two favorite shipgirls together, nice. (tfw makes sense they're my favorite I'm Germanic as fuck and live just across the river from a certain state)

They dye it because they don't want to be stereotyped as the "dumb blonde bimbo." At least, the ones who don't act like one.
