I'm not entirely sure on this, but Futo's number seems to resemble the symbol for 2, the Japanese use when making a mark for every count, like:
I 1 - II 2 - III 3 - IIII 4 - IIII 5 - IIII I 6 - And so on.

You mean the 正 character? That starts with the top line, so I don't think that's it.
