“Non-tailed” was supposed to refer to when character with 9-tails is visible, the others such tags I tried to apply generally refered to the hairstyle (and it followed the twin-tails logic).

Strictly speaking, the 9-fold version of twin (2-fold) is nonuple, and not just non-. Using non- to mean nine- can be easily confused for the negation prefix non- (e.g. noncombatant), aside from a few preexisting words nonuplet,nonad, nonet).
Also, non- is only used before a vowel. Nona- is used before consonants, like nonagon, nonagenarian and nonahedron.
Also note that non- and nona- tend to accept Greek or Latin-derived roots, and not 'plain' English ones (especially not in front of a Germanic word like "tail").
The correct English word would be nine-tailed, or some variation (nine_tails). This tag already exists, however, under the Japanese name "kyuubi" (note this image is also tagged kyuubi).
True, kyuubi is limited to foxes (or humanoids with fox traits), but this part of the mythology of the nine-tailed fox, and I see nearly no value to expand this tag to include other nine-tailed non-fox characters. Searching "kyuubi -fox -fox_ears -fox_tail" yields only a handful of posts, all of which (at a cursory glance from me) deserve the fox_tail tag but lack it.
