It's not like the USN didn't go torpedo happy with their own destroyers, who on average, had more torp tubes than their IJN counterparts did. Hell, the Gridely/Bagely class would go down in history as the DDs that would carry the most torpedo weaponry, with a 4x4 load out.

Well, it's not as bad as it used to be 250-300k for T10 in repair bills.

Shimakaze's only real service other than being an escort bitch involves the Kiska Island evacuation, where I'm sure her speed was much appreciated, the Battle off Samar, where she didn't do anything due to being stuck at the back of the fleet (wait, what?), and the battle of Ormoc Bay where she was sunk.

No different on a table top. A friend of mine had two French battlecruisers dead to rights with a broadside of Long Lance torpedoes, except for a crippled Hibiki that was moving at 3 knots between Kitakami and the targets. The player running Hibiki didn't let my friend know how slow she was. Hibiki took most of the torpedoes from Kitakami and vaporized.
