I saw this costume in Ayaria Hazard, if I'm not mistaken. It's a fanmade Touhou horror game. It's been so long. But maybe I'm wrong. CMIIW

I believe it's a parody (unless it's some meme inside Japanese internets) of character from Evangelion/NGO. I've seen it once posted with Kojirou/James from the Pocket Monsters (Pokémon) series and was told that by creator of the shop after reposting it, if I recall correctly…
