Kaiten doesn't look like that either. Checking with some historical photos, it seems like it is a bomb, and the "stick" is actually the tube(?) sticking out from the legs on the other side.
Edit: actually Seiran is a dive bomber, not a torpedo bomber, IIRC Nevermind, it can carry both torpedo and bombs.

I think those widgets are the truces that are attached to the wings of the Sieran I-401 is sitting on, you know those things that hold the torpedo under the plane's wing

Isn't she sitting on Seiran's water landing gear float ? The black torpedo-like thing behind her could be the external fuel tank
