There's always a good reason why most translators don't translate stuff they aren't confident in.

Anyway, it's a little long for a tn note so I'll leave what I gather from the Japanese wikipedia here.
Another 14 destroyers are planned for the Shiratsuyu-class under the Circle Two Plan.
The first four ships ended up being Umikaze, Yamakaze, Kawakaze and Suzukaze using a revised ship plan, hence the "Revised Shiratsuyu-class" and sometimes, the "Umikaze-class".
However the plan changed after the construction of the first four ships have started, resulting in the remaining 10 becoming the Asashio-class destroyers.
So the Revised Shiratsuyu-class and the Asashio-class are kinda like sisters in spirit or something, hence Ooshio's comment.
