I ran 航洋艦 through Google and it came out as something like "Aerial Ship", though the in-universe lore noted that heavier-than-air flight is still in development. Also considering that the Sarshima has a Helicopter Deck (despite there being no helicopters, supposedly), I think the Harekaze could be a modified Kagerou-class Destroyer fitted with a hidden flight deck, making her an Aviation Destroyer.
...If only that was possible... //scratch that thought.
Another possible translation could be a "Foreign Vessel Ship" ... wait. Wouldn't that make the Harekaze essentially OpFor in a wargame scenario!?

Yeesh, taking Chinese translations at face value is hard on my brains. Harekaze is most definitely just a Destroyer.
When trying to do a search on it, I stumbled upon the Japanese Wikipedia page for armoured cruiser. Literally it's an ocean cruising ship, while the usual Cruiser use the kanji for ocean patrolling ship (CMIIW). Both meant ships with long operational distance, maybe relative to the destroyers or coastal ships.
It's probably just their own made-up designation, like JSDF's "Escort ship". The only different thing mentioned is that Harekaze is equipped with experimental engines, so she's faster than other Kagerou class, but somewhat moody. The profile for Graf Spee mentioned that it has "similar displacement with a cruiser (junyoukan)", so they do have cruiser ship class in their world too.
