Skill or technology? Nagato has about 20 years of experience on Iowa during the war. Iowa has one more main gun (still 16 inch, though longer and heavier shells) and several knots speed advantage.

Okay, after a quick Google I found that Iowa (as the museum now) actually has one of Nagato's flag on display. Guess you are right.
