Do not tag a post with zettai ryouiki if you can see panties or privates. The freaking wiki post on zettai ryouiki says this. The only time ZR should be on a post where panties are exposed are when the panties are poking out of the top of the skirt, like post #2288389.
Also do not tag it if there is no skirt!! It requires a skirt, and it requires a skirt that is doing its job.
