Actually, Quincy is the buttend of all jokes in Warship Girls. I'm changing the tag to her. She is also kind of the equivalent of Naka.

So, it's Quincy, not Suffolk? Being unfamiliar I just scanned through the wiki for images of RN shipgirls for comparison, so I completely missed USS Quincy's. They do look alike, but yeah, the hat's more like Quincy, now that I've taken a good look.

Yeah, it's Quincy. Quincy eating grass (you can see one in the bottom right corner doing that) is a running gag in WSG universe, just like 2-4-11 Naka.
I'm totally unfamiliar with creating tags, thanks for the help.

Edit: She's not part of the RN, I guess that's why the admiral said he ran into a bug.

Kinda hard to categorize, I'm gonna say it's an "artist in-joke" or something like that.
Basically, in an official popularity contest Quincy failed her qualifier, her artist was infuriated by the result (for comedic purpose) and announced that Quincy will be on an all grass diet due to poverty from now on. She then posted a quick sketch of Quincy in a cow suit eating grass (http://tinypic.com/r/30kc6xu/9).
