I've always liked that theory. It makes even more sense if you look at the Gen 1 sprites, and remember how many bugs there were back in Red and Blue. It's not so far-fetched to think that the programmers could have made a tiny little mistake with the sprites back then, and switched around Venomoth and Butterfree's sprites.
