Kasen doesn't do Reimu's job for her, she does what interests her own self. The only time you could say she did was when she wore Reimu's clothes but even then all that she did was call youkai to the shrine which she would use to convince Reimu to come back...somehow.

Kasen has her own interests, but they also overlap a bit with protecting the youkai from humans - which means protecting the humans too. So it means she spends time in the village keeping an eye on things... which Reimu should be doing, but she's spending too much time at home.

I think it's about time people recognized the jarring differences, between the two comics. Where WAHH Reimu, is a typical airhead, who gets into shenanigans & more friendly, FS Reimu is pretty much a iron-willed battle-axe, who actually does her job. It's actually hard to believe, that FS Reimu & WAHH Reimu are the same character. Hell, Reimu is even more of an happy-go-lucky girl in the games, than in FS. I think Zun might actually be using these comics, to finally flesh out Reimu as a character.

Reimu is supposed to be a shrine maiden - her job is to enkindle faith, protect humans, and encourage worshippers, not just smash youkai. That's why Sanae and company were so insistent on taking over the Hakurei shrine in WaHH - she's almost never seen by anyone except during money making schemes. That's why the shrine has almost no visitors and little faith.
The Miko Kasen arc was about Reimu forgetting her job in favour of collecting money - not about her from the Shrine. She never got donations because barely anyone realized she existed since she spent most of her time in her house on thy shrine grounds. The only time the villagers remembered her was whenHijiri and Miko were visiting because of the religious war (to collect bet money while showing off) .
This is in contrast to Forbidden Scrollery, where Reimu is known and trusted by the villagers. The WaHH Reimu isn't even a figure of authority.
Kasen, in the WaHH mamga, is mostly acting to protect animals and youkai, but also protects humans as needed. Look at how she exterminated all those evil spirits during the hot springs gold arc, was concerned about the Yamawaro war even before humans had been hurt, investigated the urban legend situation and then disposed of the failed dragon once it had proven incapable. That and she protected the shrine from Reimu during the winter festival arc even as Reimu ignored warnings about how she was drawing the attention of the bad spirits . Even in ULiL, Kasen protected Gensokyo even while using the orbs to go outside to hunt down her arm.
Kasen is certainly more protective of the humans (without being nagged) than most characters. She's like Yukari in that she understands that she needs to balance out her own self-interest with the good of Gensokyo as a whole. And she knows that trouble for humans (or youkai) can spill over onto the other group, so it's in her best interest to keep an eye on things... in contrast to the very apathetic Reimu of the same manga.
