Now that it's on my mind... the place where Tenshi and Iku are based, is it simply called "Heaven" or is it called "The Dragon's Palace" (I believe I've heard it called that before), and do we have a tag for it like we do for the other locations?

It's a bit complicated, but as far as we know, Heaven and the Dragon Palace are separate locations. Tenshi lives in Heaven, and while Iku works for the Dragon Palace, she seems to rather live in the clouds between Gensokyo and Heaven (although she has some association with Heaven as well, given she goes there to make a report on the earthquake in SWR and she and Tenshi know each other from before.)
Also, if you believe ZUN, the Dragon Palace is on the moon.
