I'm pretty sure that was just artist interpretation for that sidework. Ringo and Seiren show that they do wear different stuff.

In most sideworks I notice that the artists try not to go off the beaten path and stick with outfits that are similar to existing girls for the extras. Kappa mob all wear Nitori's clothes, moon rabbits all wear Reisen's clothes, unnamed humans all wear the same generic clothes, etc.

Also, guys? Junko's freaking out about her flying in a short skirt, not just wearing one.

Maybe it's a way to instill either equality or conformity(or obedience?) to the Lunarians, same reason uniforms are a thing in schools.

Eagle Ravi members may be exceptions.
