Considering Okuu was chosen because she was the best possible candidate, nothing this grand for sure. If so, giving it to an already stage 5 boss would propel her well into the extra stage.

Exactly. She was a dum-dum and easily manipulated. Orin is much less so, and probably would have used the Yagaterasu's powers to bring the Pit of Blazing Fires back into prominence among the various Hells. She also probably would have been less inclined to going power-mad and causing an incident.
