For the ones in-game the only missing atm is Fubuki.

Edit: And for missing girls for each section (not counting other DDs class I don't know): 34 girls.
In numbers and words list go like this: 2 Mutsuki, 4 Fubuki, 4 Ayanami, 2 Hatsuharu, 1 Shiratsuyu, 2 Asashio, 3 Kagerou, 11 Yuugumo and 5 Akizuki.
Edit #2: I may have forgot Shimakaze.

Akizuki-class, not Akatsuki-class; and that list is of destroyers that haven't been implemented in the game yet.
