Gotta wonder, is Hyuuga using the exact same dose of the same laxatives used to take down multiple abyssals on Nagato? Bottle looks the same and given Hyuuga's personality I wouldn't put it past her.
As far as i know, most drugs, like 99% of them, degrade when expired. Degraded drugs may not work, and can cause vomiting or pain.
Most drugs degrade over time, yes, but they generally still have some effect, but at reduced potency. The expiry date is basically a manufacturer's guarantee that the drug will still work at minimum acceptable potency (generally 90%) by the date stamped.
Aspirin, for example, will still work even many years after the expiry date. It may be more irritating to the stomach lining however (it breaks down into salicylic acid and vinegar), but people with stomach issues generally don't take aspirin anyway.
(You still probably don't want to take aspirin if it smells very strongly of vinegar.)
Most liquid laxatives like the one Hyuuga's administering are either salt solutions or oils. Those almost never degrade unless stored under extreme (very hot and very humid, or exposed to direct sunlight) conditions.
A select few number of drugs, however, can break down into highly toxic byproducts, and are hance dangerous to use after the expiry date. These are generally antibiotics. The most infamous example being expired tetracycline (and other tetracycline derivatives), which can irreversibly damage the kidneys.
Some drugs, especially hormones like insulin and epinephrine, also degrade exceptionally fast, and are also used to treat life-threatening conditions like diabetes and anaphylaxis. Less potent drugs may not be enough to bring the condition under control, which can lead to the patient dying.
Eyedrops are another issue. While the active ingredients generally do not degrade very fast, bacteria may find their way into the eyedrops and grow to very high levels, which is something you really don't want to expose your eyes to.
All in all, degraded medication becoming dangerous are the exception, not the rule. Still, for the average layman, it's best not to take or use any expired medication since it's a bad idea to play Russian roulette even if the revolver happens to have millions of chambers and one bullet.
