I'm imagining that scene in Watchmen where Dr. Manhattan confronts the protesters.

"What if we don't, you zebra striped fruit!"
"H-haruna wasn't making a request!"

(Edit) Found a relevant passage in "The Reluctant Admiral" which I remember reading:

"The Combined Fleet at the time [of the 2.26 incident] was engaged in exercises off Tosa. Orders came for the First and Second Fleets to enter Tokyo and Osaka bays immediately in order to stand guard there. The ships of the First Fleet secretly trained their main guns on the Diet building, which was under occupation by the rebels."
