It always struck me as odd that breast development makes or breaks the definition of loli to most people, but things like body proportion and hips don't matter at all. Whether they're 80% shoulder width, or 150% doesn't occur to anyone. Just look at Kasumi K1 and how her head appears compared to her tiny torso and legs. Now look at Kasumi K2. Fully developed hip size, and a head that looks balanced by the rest of her body. These are some of the most important effects of pubescence, and I think we'd see a much clearer dichotomy between lolicon and people who just like petite, if more people considered the differences. /rant

I'd honestly say she only looks full figured because all the Kancolle artists simply are just getting better. Even Shibafu and Kinoshi whose style hasn't really changed all that much have improved on more dynamic poses and not just a "lifeless" copy-paste(looking at you Shibafu) compared to when the series first started. Heck a few girls even got some of their art re-worked or replaced(updated) over their previous art.
It's usually the same kinda thing you see for other "petite" or small characters like Louise, Nagi, Taiga or Shauna. But it's hard to pinpoint age as well if you really want to be anal about as you have demon "lolis" that are thousands of years old like in the Disgaea series. Whether or not Flonne or Sicily are both Loli's are not is pretty much up in the air for anyone's definition.
