Well, in the anime context it probably is, but outside that, it's a child's game. You push alternately, like pedaling a bike.

Pedaling? I thought it was sort of a leg strength game to see who can push the other's legs back to a kneeling position.

Could do it that way, I suppose. The version I'm familiar with isn't a contest. (In fact, oftentimes one participant is an adult and the other not, so that would be pretty unfair. Like dunking on a third-grader in schoolyard basketball. :)
