That's Katō Yasunori from Teito Monogatari (帝都物語, Tales of the Imperial Capital), a.k.a. Doomed Megalopolis. Surprisingly, I'm not finding any pre-existing tags for the character or the title on Danbooru, but I'll wait for confirmation that I haven't overlooked anything before I create either.

Since Akitsu Maru is an army ship, shouldn't the guy be a general instead of an admiral?

If I was new to the fandom I'd start theorizing that the Abyssals are actually born from IJA envy of the IJN.

Since he is from the Navy I think would he be General?
