Most likely this was this working resolution, as in it was painted at this resolution. It's fairly common for digital artists to paint big, then scale it down for the release both to smooth it out and to hide minor blemishes.

Is this really the reason that most people still release lowres stuff in 2016? I always tough it was because if there's a lot of detail ,their works could be easily stolen/traced. I was really happy seeing such high resolution and detailed paizuri fanart from him, most of his stuff barely goes beyong 1500px.
The amount of people "begging" for anything beyond 2000 px is honestly quite small and makes you the exception to the rule. Do you know how many people even have 4k or even are using 1080p Resolution monitors? Most internet usage is still done on 5 year old laptops and even more is done on smart phones where "4K" 1000$ smartphones is nothing more than snake water. And now 10 inch tablets are being the new "Standard" to replace peoples desk laptops as their main "Computer" device at home.
There is actually little reason to release anything "SUPER HD" because of the fact that there simply isn't enough market for it. Also remember alot of these works are being printed in Doujins, the original artwork only needs to be big enough to scale to a standard doujin page, not to blow up on your 52 inch big screen TV.
You also need to account for whatever original resolution the art was drawn in the first place and what that translates to printed media. A 1080P drawing in Sai/Photoshop done in 300 resolution vs 600 resolution translates to entirely different inch sizes once you run it up in printing machines. The only time they do anything really insane like 5000x5000 pixels at 900 resolution is when the final printed media is planned for something big like a Poster.
Also some people may just draw "Small" anyway regardless because of their own tablet limitations or if they're still doing things oldschool like drawing to paper first and then scanning. It's not like just its the year 20XX that people always need to be drawing in 4K resolution. Especially if said art was just a random sketch in the first place.
