Well in truth, Malaysian highschool uniform isn't that short, but I guess it looks better this way.
Malaysian highschool (actually called secondary school) uniforms are only slightly over the knees, though I suspect they might shorten their skirts by a couple cm after school deliberately.
The school rules requires the skirt to be longer than you knee. But obviously girls nowadays don't follow the rules.
Actually from my experience, they lengthen their skirts during school. I have no idea how do they even do that.

Singapore secondary schoolgirls do that alot too.
To clarify things for our occidental counterparts (and the rest of our Asian comrades), both the Malaysian and Singaporean core schooling system generally consists of 11 years divided into two tiers; 6 years of Primary School (equivalent to elementary school) and 5 years of Secondary School (equivalent to middle school/junior high and high school combined). The Singaporean system is more flexible, with secondary school possibly taking 4 to 6 years depending on the track system signed up by the student.
Most students pursuing an academic degree (instead of a technical program or vocational training) take an additional one to three years of a pre-university program (foundation/matriculation/sixth form/junior college, etc.) after their 11th year, to qualify for tertiary education.
It is similar to the system they have in England and Wales.
Students intending to further their education overseas may undergo some sort of specialized program (usually lasting one year) before taking the A-Levels, International Baccalaureate, AUSMAT, or SAT examinations.
