The jpeg is strong with this one.

It is really unfortunate the artist themselves did not upload a higher resolution version of this - it is really cute and quite well done. It makes me wonder what motivations they had for uploading such a drawing, or whether they were thinking clearly when they exported it.

I dunno, but just as i noted in appeal - if there's literaly no clearer version of image then it shall stay here.

Wouldn't it ok to use waifu2x on it and then upload it?

Well, pictures mostly are uploaded straight from pixiv, and if artist does not agreed for third-party edits then it is out of question.

Well we do allow cleaning of scans, and I must say in cases like this waifu2x is practically magic.

Well, the work was deleted, so we should wait until he reupload the image to fits specially Danbooru uploaders and users tastes.

It's still pending approval on danbooru, and we shall wait.
In my opinion if there will be better quality version then this one will be deleted. But otherwise it does not break any rule, it's even especialy noted that low quality pics with no better version are passable.
