Actually, Haruna is considered to be the big sister based on some doujin I've read.
The IJN consider Haruna to be the 4th and final Kongou class battleship, although they were commissioned the same day she was completed the day after Kirishima. Though I think in the KanColle universe Haruna's is "nominally" the older twin.
