those two country got a bad relationship back in WW2, so the artist make them get along here..(maybe?)

I think what MajorAmiruddin was trying to say is that both ships fell into the hands of the Soviet Union after the war. Hibiki was given to the Soviets after the war, while Graf Zeppelin, who had been scuttled near the end of the war, was raised by the Soviets and used as a target for field testing.
