The commentary on nicovideo says it is Buccaneer Beach, from the game Pac-Man World.

Seriously? pac-man world for the playstation!? I remember the music to this game was pretty catchy. This takes the cake of strangest music I've heard on this site so far.

Esoteric, maybe, but I wouldn't call the music itself that strange. (I have fond memories of the music as well)

Yep that is the guy. I would never thought to see someone over in japan to make a battle block theater crossover. You should see his mortal combat spoof. Taking almost every yume nikki spin-off character fighting each other is so amazing.
