Here, have some context. The character in this picture happened to see the love of her life, whom she never thought she'd see again, hundreds of miles from where she thinks he'd be. After following his taxicab in another one, she eventually has to try and track him down on foot, in the winter cold, breaking her high heels in the process when she trips. This CG is what the player character sees once she finally catches up with him.
