The red ball isn't the "Hell type", it's the "Spirit world(s) type", which includes the Dream World, Gensokyo, and basically everything that isn't the Moon with its Hell, or the true Earth (i.e the Outside World) with its Hell. It's correct to have this one in Gensokyo.

Late reply, but when Marisa refuses Heca's request to enter her world, she said it would be okay if she switched to her Earth form. But yes both Spirit and Earth form would work here, since Gensokyo (a spirit world) is connected to the Outside World (Earth).
