This might be the Seventh Angel from Rebuild 2.0, since Kogame already said he's following that timeline (and that she's naked, like the clock/scarecrow angel had nothing to it), but it could be Israfel... maybe? Not sure how to tag.

Edit- it looks like Israfel is attacking her (and getting blown up), so she's probably that clockwork Seventh Angel after all.

Aren't those tanks? I'm pretty sure it even says the third angel, which would make sense since it shows the tunnels.

Retagging as you're right - they were talking about the Cocytus facility's security failing on the previous page - so this would be that same Third Angel from Rebuild.
