I wonder what role hell gods fill in the judicracy of the Ministry of Right and Wrong. We're not even certain if any of three hells Hecatia mentions have anything to do with Gensokyo's hell.

She is most likely the Goddess of either 1: Hades (Greek Underworld) or 2: Tartarus (Greek Hell).

The Buddhist Hell is Naraka. I doubt that's the abode of Hecatia.
