She was, but judging from a pic of the Vance family that appears in Episode 2, she was a toddler then.
As far as that robot goes, it seems to be following Alyx, so I guessed it was D0g.

Its actually a nice detail by the artist. He could've just made a smaller version of dog from 2, but made it look different. This is because while the AI of dog has been mostly the same throughout Alyx's life, his body has changed constantly depending on what materials she could find.
