I think I've seen Fubuki wearing one, same design but just different pattern. Is there a name?

Just doing a very quick googling, so could easily be a better name for it, but would appear to be called a "suspender skirt." Also seems it might specifically be a "high waist suspender skirt" as it covers the waist.
