Personally, I don't think it fits any of those. I only see a Flandre removing or adding crystals to her wing.

Word of advise for these types of images you're gonna have to let you're mind and imagination takeover for a bit.....and then you will probably get why i put it they're in the first place....but for a better answer lets hope the commentary gets translated because i can't read Japanese to save my own life

Danbooru isn't really set up for using your imagination. Tags especially; only things specifically depicted in the images are added. Pools have a bit more leeway, but I still don't really think this fits either of them. Flandre's lonely, as you would be while locked alone in the basement. If all the lonely Flan pictures were in the pools they'd be flooded, pun unintended.
