Probably because she was a TK machine and if someone so much as looked at her the wrong way at Tier 8 she sunk. Devs still have her but for now they are trying to rebalance her.

Well yeah, she's still a very volatile ship. I think once TGS kicks off this 17 we might see her again along with the rave of WoWS x Arpeggio x KanColle bit.

Speaking of which, wasn't Kiso retrofitted like Kitakami?

There were plans, but they weren't carried out. After all, the two CLTs saw barely any combat and were turned into training ships iirc because no sane commander would sortie out a pinto thanks to all those Oxy Torps.

If Kiso K2 came out in recent times she'd probably need a BP

Yeah since by that time, CV took dominance in naval warfare and causes CLT to becomes useless...

thank god they didn't include the BP requirement, though 1 medal a month isn't too hard to achieve, it's just a huge pain to wait a month

also in WoWS, Kitakami was the premium, not Ooi, though they are practically identical really
