I think it has more to do with the fact that Junko pretty much crancked her at the best thing a fairy can get, than just being from here or there.
The fact the Clownpiece is the strongest fairy is clearly written in ZUN comments over her boss theme though, he calls her the most "crazy strong" fairy (i'm not even sure you can call her a fairy anymore, tbh). Sorry Cirno.

To be fair, the "Cirno is the strongest" is just Cirno's own childish view on herself, which many children IRL also do that, so we can justify it by saying Cirno is just a self-proclaimed strongest, but in reality isn't. I doubt there will be much rage about it even if ZUN makes it canon.

I think part of it is what Eiki says in PoFV, namely
"Although you are a fairy, you possess great power. But because of that, you often stray from and misclaim your territory."
and
"At this rate, you will not be able to return to your original power of nature and you may receive damage."
People took this as meaning that Cirno is pretty much at the top level of power as far as fairies go, and if there are any stronger fairies, they wouldn't be fairies and become full youkai.
