Is it still Engrish if the artist is Russian?

I'd say it still counts, since it fits the spirit of the tag (mangled/odd/incorrect English) even if it isn't technically Japanese in origin.

It's not really engrish so much as it's just a spelling error.

..unless we're counting spelling errors as engrish, of course.

A cursory glance through the tag showed a handful of pictures that have nothing more than spelling errors. So, as far as Danbooru is concerned, yeah it looks like spelling errors count.

I just discovered there's a "patriotism" tag. Hopefully it can keep getting used with more Clownpiece posts in the future.

The artist's profile and stuff is in English. I think the spelling is intentional because FREEDUMS 'MURRICA and the background.

Typo should be used if its just a spelling error, engrish only applies if, beyond spelling, grammar, tensing, and other mechanical elements of english aren't done correctly.

Engrish just needs to be cleaned up.
