I think Rommel wanted the Afrika Korps to be a shining example on what a standard German soldier without the whole 'brutalize the POWs because they're the enemy and not Aryan' thing should be.

The British and Germans were general more civilized to each other.

Rommel's notion of a "war without hate" combined with he considerable talents of a military commander is the reason why he was (and still is) respected by his enemies.
