Was another seaplane tender necessary? I don't even use Akitsushima and she was a pain to get in the last event.
In the sense that there are simply no other Japanese capital ships that were completed left to introduce but seaplane tenders, and they're already rolling out 4 destroyers this round (5 counting the Italian) and adding the far more unnecessary oiler ship class this round, yes, it was necessary. Expect another next round, as well.

IIRC they did mention adding PT boats in the future, but so far looks like they are focusing on foreign ships and support ships.

It's an inescapable truth for Kantai Collection. There's only so much of the IJN ships that they could do. Battleships? Already there. Carriers? Already there. Cruisers? Already there.
The only ones that aren't fully represented are tons and tons of Destroyers. But even last year, people were bitching about "Oh, another DD" or "Oh, ANOTHER Kagerou." The fact remains that only DDs are left to put in out of the IJN's fighting ships that did WWII.
So, unless the devs implement Pre-War IJN ships that never saw WWII service or dip into JMSDF in the Post-WWII navy, the devs have no choice but to dive into foreign navies. And they've been doing that very sparingly, even with the Germans and Italians.

Destroyers are ALWAYS the most common warship in any decent or better navy. Battleships, Carriers, even Cruisers are leagues more expensive to build, crew, maintain, supply than the simple destroyer.
Before Carriers, nations vying for power had an Arms Race. That Arms Race was measured in Battleships. Who had the most, who had the strongest. Only a few nations had the wealth and resources to play that game. Yet even those navies always had more Destroyers.

The Kriegsmarine had more U-boats than their surface ships. Like I don't mind.

Short term solution would probably be like in Girls & Panzer rule, allow units that are already in contruction, prototype or designing stage before the end of the war.

3 battleships, 5 heavy cruisers and 6 light cruisers left to implement for Kriegsmarine. 5 battleships, 7 heavy cruisers, 18 light cruisers and 1 seaplane tender for Regia Marina. If they include ships that were started but not completed, that adds 1 aircraft carrier and 2 heavy cruisers for Kriegsmarine, 2 aircraft carriers and 1 battleship for Regia Marina. Actually, of those carriers Aquila pretty much was completed, just never commissioned.
There's also more IJA escort carriers, IJN escort carriers, the other 2 Katori-class training cruisers and 1 never-completed IJN heavy cruiser. I'm ignoring incomplete ships that were cancelled before actually getting named, because I doubt they'll implement any shipgirl that they'd have to make up a name for, but there's still a ways to go before they'll have to resort to the Allies to find more non-DD ships. Though we'll know they're really scraping the bottom of the barrel if Ioshima and Yasoshima get implemented.

Allied navies would actually exacerbate that, since the USN had more destroyers in WW2 than all Axis navies combined. The Fletcher class alone was 175 ships.
