Proportions are a bit odd here... Suwako's body is completely messed up. I'm going to tag it accordingly.

She's just half-transformed into her reptilian form. You can only tell when footage of her is captured on crummy old cameras, out of focus shots, or with motion blur and light bloom. The artifacts on the photo that make it look like she has scales, it takes a real maverick to capture that evidence.
