They did in XI! And they're on the path to peace by the end of Heavensward in XIV too.
Still an awfully long path so far - we haven't seen the last of Nidhogg by a long shot. More on topic, though, there's plenty of room for adventurers, including dragoons, to fight alongside Dravanians, both now and in likely future questlines.

In XI it's one specific dragon, still dragonslayers not tamers. And the fact that they are making nice doesn't mean that dragoons aren't meant to slay dragons. It just makes them obsolete in-story vise. And since the only known instance of a dragoon having a dragon minion is in XI wouldn't it stand to reason that this is infact a depiction of a mithra dragoon?

Well, it makes sense doesn't it? The term Dragoon originally comes from a type of mounted cavalry. So if their role as Dragonslayers were to become obsolete, why not put their knowledge from fighting against them to use fighting with them? Seems a natural progression to me.

Well I guess they could become dragonriders but are the dragons okay to let some munchkin ride them? It is a known fact that dragons are very proud.
