Hold up, how did the whole atai=~"eye" come to be even though atai="me"?
I believe it's mostly because the english language doesn't really have a standard equivalent to Atai that isn't literally gibberish and/or baby talk. Why 'Eye' Specifically? I am not entirely sure but it sure caught on essentially permanently.

It has less to do with 'Atai' and is more a way of conveying Cirno's stupidity by having her use 'Eye' instead of 'I' when referring to herself.

In comparison to Cirno holding a cigarette and nailed bat, I'd say she is a nicer one.
