I'm not quite sure what 火気類 in the third bubble meant but I think it's a typo of 火器類, i.e. all types of weapons they have including torps as opposed to 火器 in the fourth panel that strictly refers to the guns. The sentence should nevertheless be correct other than the possible error of the word 'firearms' so feel free to edit it if I'm mistaken.

"Armament" should be the better word for warship
