No one, you can make a pool on your own. The problem is the title for that pool and its description.

question, is there a reason some didn't get added? the maruyu one breaks the mold but is adding the ooyodo one should be ok? the ones celebrating their Kai Ni once again break the description but are done in the same style with yamashiro drooling in the back. Just wondering, never made or edited a pool before.
