Ah, Yuubari. She's only useful for two things: sub killing and 5-4 runs.
Though she is kinda of capable of killing troll subs, while being able to double attack at night, provided she doesn't get rekt first (that lack of HP, armour and evasion really sucks).

Actually she is good for hybrid set-ups. With that 4 slots of her, you can make use for shelling and hunting subs... The only problem is her being slightly weaker than the other Light Cruisers.

She still have 4 slots to fill so the slightly weaker point is kind of moot since you can always just give her an extra weapon to boost her power.
And Light Cruisers and destroyers, I don't really think the stats matter that much. If they hit a sub regardless they will probably do enough damage to sink it unless it's an elite flagship.
Otherwise just give Yuubari 2 torpedoes and enter night battle and she'll do the same amount of damage every other Light Cruiser do when they get a cut-in.
Yuubari bringing back those ships after many 5-4 runs. As surprsing as it sounds, Zuikaku and Mutsu "frequently" drop there. Which become noticeable when you do about five runs, at least, in 5-4 a day.
