Actually, a totally different theater, central-easter Europa. And to be serious the guys in Thailand used a blowtorch thinking the bomb was 'inactive'. Explosives don't go 'inactive' with age, they 'degrade', which makes them even more unpredictable than a usual 'dud'.
I never heard about a 'mysterious' explosion occurring underground, so you can guess nobody is concerned about it. But as soon as someone digs up something - usually when in a middle of construction work - all bets are off, cops lock down half the city until a special military sappers unit gets there.
Even after 70 years stuff is dug up weekly - in only Germany, every year 2000 tons of buried munitions are discovered (add to that France, Poland and other countries and the number is staggering)... and they still kill those that have the misfortune to find the more 'unstable' examples.

ํYou guys have it nice with all those neat protocols for handling UXO in urban land. Lots of people here in Thailand nowadays are either too young to remember war or too absent-minded to bother. They see a big steel tube, their immediate thought is to cut it open and see what's inside. "There might be treasure" they said.
Really, there nearly was another blast like that one, if it wasn't for the fact a middleschooler pointed out to the older guys (who were about to cut it open with a blowtorch) that the thing they're cutting looks like a bomb. It took the army EOD team half an hour later to arrive at the scrapyard and see what the fuss is about...

Don’t they call the annual collection of UXO farmers till or dig up the “Iron Harvest” in Europe?
Here in Hawaii, we have a literal Island full of UXO that’s taken decades to clear out. And it’s till not done. The island was bombed to shreds, there’s little to no plant life, animal life, and most of the island is just dead brown dirt. There’s actually a ring of brown dirt water around the island that can be seen from a plane.
