Hmmm... I'm not exactly sure that it was so easy... Germans were seen as being akin to Austrians, and in Northern Italy Austrians were seen in a rather negative light... even after WWI, there were more than a few who disliked and distrusted Germans. And by 1942, a lot more people began to despise Germans, seeing them as the cause why the war was going on and stuff like that. But by all means, generalization are usually incorrect or misleading.

So the generals fight halfheartedly and doesn't give much resistance when allied force march into Italy.

Um... nope; never heard of it. By 1943 the resistance was rather half-hearted because it was apparent that they couldn't be stopped, and because from the beginning few people liked the war. Add in a few aerial bombings, and you got your picture.

The Axis was an unnatural alliance between two countries that shared no common objectives and were united only by the international isolation of their regimes. For the Italians, the war had to end in winter 42-43, when the Russian disaster made it impossible to win. Everything that came after was felt by the population only as a waste of lives.

It should be noted that Roma would personally have an issue with the Germans, being sunk by remote-controlled rockets/bombs from German forces during the Regia Marina's travel to surrender to the Allies. Any other geopolitical reasons would most likely be secondary to the fact she 'died' by German hands.
