Three things:
1. You really ought not flag a picture due to poor tagging. Tag it yourself, contact the poster via PM to tell him to tag better, and leave a note for the mods to see if you feel the need. Images deleted can't be re-uploaded, and tagging doesn't have anything intrinsic to do with the picture, so it's sort of unfair in that regard.

2. Refer to the sticky in forum #3113 , we aren't supposed to be flagging duplicates unless they are of inferior quality. Parent them instead and tag them as duplicates.

3. This one is the same resolution and appears to have just as few jpeg artifacts as the parent. In fact, the file size is larger, which is a good indication it's closer to the original source.
