Raiden… Lover is more of a married couple rather than general idea of love. But well… lets just think of them as the first childhood love for Admiral. After all, Inazuma is one of the starter ships.
Chariot is power that rides victorious. IINM, Emperor has power in his hand, but this is the victory resulting from it. So, Bismarck for her fame could fit the role.
Strength is, IINM, the mastery of that power that is found in the Chariot. So if we think it signifies the Admiral mastering control of power (a battleship) not through force, but love, Kongou might make sense.
Hanged Man is sacrifice. Unless he made such background story for Re, it doesn't make sense.
Waiting for his story about war hound Yuudachi. Devil is temptation and fall of mankind to animalistic behaviour.
Tower is generally… shit happens and you go broke. Fukou da -_-
Mutsuki as the Moon, other than name… maybe if we insert the difficulty to accept reality after she lost Kisaragi in the anime.
The World is universe and creation, so with Akashi's role in his story (the ship who build the other ships), might fits in the role.

I thought the Tower is referring to Yamashiro's "Tower"... But her misfortune also fits though.
Anyway, if I were to make a list... 0. Fool - As the single biggest wildcard in the game, Admiral is probably appropriate, although Fubuki works if you go by anime-style. 1. Magician - Representing conception and the father-figure, a ship like Akashi (as a creator-figure) might be appropriate. 2. High Priestess - Gestation and mother-figure, the one who holds decisions at bay until you are ready, so Ooyodo. To be honest, it would also be acceptable to swap Akashi and Ooyodo in these roles, however, as I get more feminine vibes from Akashi, anyway... 3. Empress - The nurturing mother/nurse, bearing the horn of plenty, and representing the caretaker of your youth. Mamiya, Myoukou, or Houshou work well. 4. Emperor - The father-figure through adolescence, guiding hand and provider of stability. Nagato. 5. Hierophant - The teacher, and the guardian of tradition. Katori-sensei. 6. The Lovers - Young love, the "Temptation of Woman" in the Monomyth. BURNING LOVE would be perfectly appropriate here, or if you want a pairing, add Hiei or use KTKM and Daily Lesbian... 7. Chariot - Pride in one's talents and blindness to one's weaknesses. Tenryuu fits this to a T. ("Heh heh, you scared?") Shimakaze also fits in perfectly. 8. Strength - The recognition that true strength lies in one's will, not in one's physical might. Either Shigure or Houshou tend to be excellent exemplars of this trait. 9. Hermit - Introspection and self-improvement. Hachi with her books, or possibly "silently training to show Kaga up some day" Zuikaku can work. 10. Wheel of Fortune - Represents the rise and fall of fortune, but also just plain getting lucky. Yukikaze. 11. Justice - Emotionless rational analysis and the law. Kirishima or Nachi are well-suited. 12. Hanged Man - Willing self-sacrifice to gain wisdom. If you talk about symbolic sacrifices, Yamato is too strongly bound in it for anyone else to match. 13. Death - Every new beginning is some other beginning's end. One could have Ise for a metaphoric "end of battleships" with her aviation battleship lines, or Akagi being refitted from battleship to carrier although that may be too subtle. One of the shipgirls with an abyssal mirror, like Shoukaku and Aircraft Carrier Water Oni standing face-to-face would be more directly symbolic. 14. Temperance - To find balance between two polar extremes. "Loli Okan" Ikazuchi and the rest of the 6th des div might work here, depending on if you see them as sometimes mature children. 15. The Devil - One who tempts another with their passions. I kinda want to say Ushio or Hoppo (with her presents), as a joke, but those aren't deliberate manipulators. Kisaragi or Tatsuta make good devils. 16. Tower - Misfortune, ruin, everything falling into destruction. Yeah, Fusou and Yamashiro are obvious. 17. The Star - Hope for the future. Kiyoshimo comes to mind. 18. The Moon - Dreams, nightmares, and the irrational, the choices the High Priestess protected one from. Re-class is the best exemplar of total insanity in the game, although if you want the "less bad" examples, Haruna or Sendai could work. 19. The Sun - Courage, rationality, youthful optimism, and triumph. Musashi, Hiei, Ryuujou, or maybe Ashigara. 20. Judgement - Facing one's past, and renewal and rebirth. Technically they all do... Showing a Shinkaiseikan montage may be appropriate. That or, Aoba printing it all and showing it to you... 21. The World - Enlightenment, the fool ascended to completion, the ultimate. <Insert your waifu here.> It's hard to pick one, and ships that hit "their ultimate" or were "fully mature" come up with different answers depending on what you are judging them upon. Showing an Ayanami, Shigure, and Yuudachi fighting beyond their limits might work. Showing Hibiki/Verniy walking away for a sadder one. A fully leveled version of the Fool character works. Joke answers like Error Musume are just as good...
